The drink offering with Jacob

Genesis 35:9–16
9God appeared to Jacob again, when he came from Paddan-aram, and blessed him. 10And God said to him, “Your name is Jacob; no longer shall your name be called Jacob, but Israel shall be your name.” So he called his name Israel. 11And God said to him, “I am God Almighty: be fruitful and multiply. A nation and a company of nations shall come from you, and kings shall come from your own body. 12The land that I gave to Abraham and Isaac I will give to you, and I will give the land to your offspring after you.” 13Then God went up from him in the place where he had spoken with him. 14And Jacob set up a pillar in the place where he had spoken with him, a pillar of stone. Numbers 15:2–5
2“Speak to the people of Israel and say to them, When you come into the land you are to inhabit, which I am giving you, 3and you offer to the Lord from the herd or from the flock a food offering or a burnt offering or a sacrifice, to fulfill a vow or as a freewill offering or at your appointed feasts, to make a pleasing aroma to the Lord, 4then he who brings his offering shall offer to the Lord a grain offering of a tenth of an ephah of fine flour, mixed with a quarter of a hin of oil; 5and you shall offer with the burnt offering, or for the sacrifice, a quarter of a hin of wine for the drink offering for each lamb.
